U.S. Federal Deficit Shrinks to $219B in October

The U.S. federal deficit fell to $219 billion in October 2025, down $39 billion from last year, per CBO estimates. Revenues surged $75 billion, fueled by higher individual income, payroll taxes, and customs duties.

Outlays rose $37 billion, but timing shifts (payments moved from Nov 1, a Saturday) inflated this; adjusted, spending dropped $70 billion, widening deficit improvement to $145 billion. Lower discretionary funds from Oct 1 lapse contributed.

For FY2025 (ended Sep 30), deficit hit $1.8 trillionโ€”down 2% ($41 billion) from FY2024. Revenues up 6% ($317 billion); outlays up 4% ($275 billion), with net interest topping $1 trillion for the first time. Gains in benefits/interest offset by cuts in student loans, insurance, and SBA.

Shutdown to end? Senate passed procedural vote 60-40 to advance House bill reopening government until Jan 30, with 3 full-year funding bills. President Donald Trump said he approves of a pending deal in the Senate that would bring the record-breaking U.S. government shutdown to an end.

The bipartisan Senate agreement would reopen the government until January, reverse recent mass federal layoffs, and add protections for workers. It excludes Affordable Care Act subsidy extensionsโ€”a Democratic priorityโ€”but schedules a December vote on them.

Next steps: Senate final vote, then House passage. Speaker Mike Johnson (R-La.) is urging members to return to D.C. for a vote this week.
